Horst Heimstӓdt a Namibian citizen by birth completed his secondary school education in Windhoek and enhanced his studies with a Diploma in Business Administration with emphasize on Project Management.  Since 2002 he has been involved in corporate social responsibility as an independent project manager. In 2009 Horst was appointed by the Alcohol Industry to implement in cooperation with the Namibian Traffic Police and Local Authority Traffic Divisions initiatives to curb Driving Under the Influence of Alcohol. With the establishment of the Private Sector Road Safety Forum, now Namibia Road Safety Forum, in 2013, he was appointed as Chief Executive Officer. To date Horst holds, 23 years of indispensable experience in Road Safety, focused on Road Safety educational project management, public dialogue activities and advocacy programs. During his time as a Road Safety practitioner, he has enhanced his knowledge by attending various Road Safety training courses.
